Herko Coomans is a digital health policy coordinator who builds international alliances and partnerships at the Netherlands Ministry of Health, Welfare and Sport in The Hague. He is an advocate of less talk and more action, challenging himself and those around him to go outside their comfort-zone and create meaningful impact. He built the National Health Information Council, the Dutch ‘whole system in the room’, public-private governance council for patient access, interoperability and health information exchange in The Netherlands. He represents The Netherlands in the European eHealth Network, the Global Digital Health Partnership and the SNOMED General Assembly. He was awarded the 2019-2020 HIMSS #Future50 Government Leadership award. Educated as an urban planner, he has 15+ years experience with e-government development, but has found his heart is in digital health and innovation.

Monique has experience in venture capital, corporate finance and private equity in health care and life sciences and has worked in North America, Asia, Latin America, Middle East, Europe, and Africa. She is also a Visiting Senior Fellow at the London School of Economics and Political Science. Monique holds a PhD from the London School of Economics.

Lauren currently serves as AHIMA’s Vice President of Policy & Government Affairs. In this capacity, she is responsible for AHIMA’s policy and advocacy before Congress and various federal agencies. With two decades of health care policy experience, Lauren previously worked on Capitol Hill where she was actively involved in almost every aspect of a congressional office, including serving as Chief of Staff—a position that requires the ability to quickly synthesize multiple issues and adapt to constantly shifting priorities. Lauren received her JD from American University Washington College of Law and a Bachelor of Arts from Vanderbilt University. She is admitted to practice law in New York.

Dr. Don Rucker is Chief Strategy Officer at 1upHealth which provides scalable serverless FHIR data pipelines that feed the modern data world.  He recently served as the National Coordinator at ONC where he led the writing of the ONC 21st Century Cures Act Interoperability Rule giving patients control of their medical records using apps of the patient’s choosing.   Dr. Rucker pioneered the policy building the HL7 Bulk FHIR standard which enables effective use of EHR data for “big data” analytic and operational tools.  Dr. Rucker has practiced emergency medicine for 30 years and is currently on the adjunct faculty at the Ohio State University Dept of Emergency Medicine.  He is a graduate of Harvard College, the University of Pennsylvania School of Medicine and is board certified in emergency medicine, internal medicine and clinical informatics.  He has an MBA and an MS in medical computer science, both from Stanford.
